The PCM is the engine computer an it needs battery voltage for it to work ! You have a short an if you don't know about such thing's I suggest you take it to a automotive electric shop !

generally when a pcm fuse blows you have another issue that caused the fuse to blow. You may of damaged the replacement PCM by not fixing this problem first. You will need a diagnaostic scanner and manufacturer troubletree procedures to proceed.
