Question about 2004 Chevrolet Cavalier
If its starting your getting power to pump but is pump delivering enough fuel also did you install new filter in correct flow direction would start with fuel pressure test also if you have access to a scan tool plug into the cars computer and see if any codes are present

Assuming you have enough fuel, I would check the fuse on the fuel pump.It is possible that the fuel pump has failed. As the car is 10 years old this might have happened.
