In the underhood fuse block is the park lamp relay , I would start there ! I hope we are talking about the same lights here ? Do you mean the daytime running lights or the lights that come on when you turn on the headlamp switch ? Not the headlamps the Park lamps !

Taillights, back-up lights, runninglights & instrament lights

You need and electrical mechanic. There must be a broken wire or bad connection. You have to check everywhere under and in the back of your taillights. Good Luck!

My hazards come on when I turn left signal blinker. I replaced dimmer switch. Still same problem. Any suggestions?

A suggestion? Here it comes...I presume when you are saying you replacedthe dimmer switch, you mean the interior turn/head lamp control arm on the colu'm. Try this...Remove or disconnect each left turn signal bulb and try it again with that bulb disconnected. When the four ways do not come on it is that particular bulb that the socket has a short. Clean socket, replace bulb and hope for a ta-da!

Let me know.

Runninglight fuse blowing on 1998 ford explorer.

You got a short somewhere buddy and finding those are a pain in the *** time and labor wise.  Any time there is an electrical issue, make sure you got a fat wallet cause the mechanic will milk the hours out of it while eating their sandwich and chips.

Headlights cut in and out runninglights stay on....

this is caused by a heat damaged headlight switch and the connector to the switch, the Ford dealer sells both parts, there may be a recall.
