1999 mercury villager fuse for door locks where is the one for the back door

One circuit breaker for all door locks, your lock actuator is probably bad . Would need to pull door panel off to replace it , test it first. Check for B+ power at the switch !

Is fuse #20 in the statement above the same for a 1997 Merc. villager. My rear wind flaps; with the over the head switches, won't work. My book calls it the #20 fuse- Horn. Can you clarify?

go here and ask the question. Fuse locations often change from year to year.
1999 has the flip windows operated from the door switch, no overhead.

there is circuit breaker #1 and a window relay for circuit protection.

Circuit Protection
Power is supplied to the seat motors through the 30A POWER WINDOW fuse. The fuse is located in the LH engine compartment fuse junction panel and is hot at all times. The circuit breaker is behind the interior fuse junction panel and prevents current overload and component damage.
