How to put freon in a Chevy Blazer 96

Buy refrigerant and manifold - connect manfold to can and to low side port and run engine at 3000 rpm with AC control set to full blast. Add refrigerant - do not turn can upside down lest you introduce the refrigerant in a liquid state. Keep filling till the pipe leading to compressor starts to sweat. Then stop.

Yes. When you turn on the compressor via clutch Suction line pressures at around 3000 rpm should be around 30 PSI. If pressure stays high it is because the compressor is running but it is not doing squat and needs replacement - bad reed valves.

It may be that you have a vacuum leak. In some models of GM cars the AC controls are controlled by vacuum. At idle the vacuum may not have enough suction to hold a control in the desired position. When the situation happens, place the transmission in neutral and increase the RPM. If the AC blows cold then the vacuum may be the problem.

Your AC compressor is broken, seized or has a bad bearing. Inspect the belt and then the pulley. Go from there. RPM rise is ok when AC is on, but not such a huge one.
