First ....Have your front tyres (dynamically) balanced at a tyre shop.
Get them to check the rims and wheel bearings for damage ( visual and hand feel )
Next .... Have the front wheel alignment checked, either at the same time as the balance is done or if the tyre balance hasn't solved problem.

The first thing I'd check would be my tires. Then if it isn't the tires it would be in the front end. Tie Rods, Ball joints. steering linkage. or if at worst The Rack and pinion.

Vibration in steering wheel of a 2009 S60 Volvo?

Although this may seem highly unlikely, but it is a possibility that a bolt or some bolts have loosened up between the steering rack and the steering rod shaft from the rack, this is why there is vibration when not moving, because the power steering pump is sending pressure to the rack and at the point where the pressure from the power steering pump is received that is where the nuts or bolts have loosened up causing vibration to the steering shaft as such.Possibly also one of the diaphrams or seals in the rack is faulty causing an abnormal distribution of pressure. But I favour the first cause as mentioned. I hope I'm not wrong.

Steering wheel vibration whe I rotate it??????

The vibration and rubbing may be separate issues. There could be many causes for vibration, ranging from low fluid, sticky rack valves, etc., to the tires simply grapping and releasing on the pavement. If it only does it under heavy use, such as when standing still and turning alot, then I suggest not doing that. It is hard on a car to turn the steering wheel when the car is not moving.

Vibration in steering column

if your vibration comes and goes with different speeds, most likely problem is balance in tires/wheels. a bent wheel often vibrates more with higher speeds. if the vibration is stong in the steering wheel, the problem is normally in the front end, if you feel in more in the seat or body of the car then look to the rear end.
