Blinking Check Engine Light (CEL) is letting you know that a Severe code is present. It means that the computer has detected a code that is Damaging to the engine. Most common is a misfire code, meaning that one or more cylinders is not firing. Misfire codes are P0300 codes. P0301 would be cylinder #1 and P0302 would be Cylinder #2 and so on. P0300 is a Random Multiple misfire which means that the computer could not detect which cyl. or more than one cylinder. Misfire codes are (Depending on the engine ignition system. cured by New Spark plugs Ignition wires (IF the engine has them) (Yours does) Distributor cap and rotor (If used) (Not on yours), Bad Coil pack (if used) (Yours has coil packs). Some engines have no distributor cap and rotor and some also have no Ignition wires ( a coil pack mounted directly in contact to the spark plug) and sometimes it is only a spark plug boot.that is bad in that case. Auto zone, Advance auto, O'Reilly's can read codes for you. . There are any number of things that can cause hesitation. Poor Fuel pressure, Dirty/Plugged Fuel filter, Mass Airflow sensor Dirty or bad, Intake Air Temp Sensor, Coolant temp sensor, Bad Throttle Position sensor, Plugged Catalytic converter. to name a few. Getting the codes read is your first step. If you have many codes, some are fixed by fixing a different code. Lookup the codes fix the most important first. I.e Misfire codes. Misfire codes can produce a host of other codes. Catalyst Inefficiency codes, O2 sensor codes, and others. so fix that first if you have them.

Check engine light blinks

The reason for hesitation of vehicle when accelerating is due to lack of transmission fluid. Check your ride for any leaks and repair them. Filling the transmission tank with fresh fluid after repairing may solve the problem.

The service engine soon light will not go out and oil has just been changed.

The service engine soon light and change oil indicator are 2 different things. The change oil indicator in the information center is reset by pushing the gas peddle all the way to the floor and letting it up all the way with the key in the run position with the engine off.
The service engine soon is a tell tail light letting you know that there is a problem with the way the engine is running. It has nothing to do with preventive maintenance.

Car seemed hesitant when started service engine soon light on

There are many things that can cause the light to come on. Generally if it is serious most 'check engine' or 'service engine' lights will blink. The simplest (and cheapest) method to diagnose the problem is to take the car to AutoZone and they will read the computer codes free of charge and tell you exactly what it is (such as the oxygen sensor got a bad reading and needs a reset, or its time for an oil change... etc.)

My engine light started blinking and there was a hesitation in the engine when yo pushed on the gas.

if it's the yellow check engine light flashing, it means you have a serious rich running engine that will destroy your $200 catalytic converters very quickly. do not drive with a flashing light.
run computer scan for failure codes and replace bad sensor. auto zone will scan for free. Don't drive too far though.

My 2000 buick lesabre hesitates when i hit the gas

You need to get the computer scanned to see what the "trouble code" is. The light is on because the computer found an error.
