One of the turn signal bulbs is burned.
Replace the bulb and the flasher will slow down again.

Left signal light blinks fast - all bulbs have been replaced- where is the relay cluster located

normally when one light blinks fast its due to a intermittent ground loss, this can either be at the socket, or in the bulb itself, remove the bulb and check to be sure that its getting a good contact ,,

I've got a 2004 Pontiac Grand Am and the right turn signal is blinking fast. I have replaced all the bulbs thinking that would fix the problem but it is still blinking fast

MOST TIME ITS THE BULB.TAKE BULB TO THE AUTO PARTS STORE.THEY WILL GET YOU RIGHT BULB. YOUR BULB SUPPOSE TO HAVE TWO FILAMENTS INSIDE OF IT IF YOU HAVE THE RIGHT BULB..

The left turn signal works intermittently and when it does blink it blinks twice as fast as the other one.

Check all the bulbs in the faulty side (front and rear), one of them must be the wrong type for application. Different blinking speed is the way of the system to tell you that something is not right. It only stops blinking if the bulb is burned out. I have seen that the most common problem is in the rear lights, using a stop light bulb ( two contacts) in the turn signal socket.
