My 2002 Dodge Ram Idles after putting aftermarket air filter....also My turn Signal Doesnt work properly, there is no flasher relay on this truck

You have a SHORT inside your Flasher Relay (There is a Flasher Relay or Flasher FUSE) in your vehicle and that will take care of your Blinkers...

Isn't it a good thing that your vehicle Idles?

I think I am missing something in your question

Both radiator fans don't come on until accelerator pedal is pushed

Check that you have both sufficient voltage and AC system is properly charged. Also that your idle is set correctly. The idle should be higher when you turn on the AC. Does the idle increase / decrease when you turn on / off the AC? Low voltage from the alternator could cause the AC not to work properly but .... I would suspect you would notice that you have very dim headlights at idle if the alternator was not working correctly. The amount of charge in the AC system will definitely cause this type of problem.

How do i test the fan relay in my 2002 grand cherokee

Make sure the fan works you could turn the ac on which should command fan in. If it doesnt come on then most likely the fan is bad. To test the relay would be harder as the relay is located under the right headlight. To gain access to it you would have to remove the headlight and the bumper facia. In the field technicians have shortcut this process by removing the headlight and cutting a hole in the plastic lining but you would have to have knowledge of where it's located to place the hole correctly. After cutting the hole then the relay is accessible and can be removed by un bolting it and unplugging it.

Cooling fan does not come on can't tell what tells ecm to signal the relay

You asked a specific question (answered that) but here is the entire thing....Coolant sensor sends signal to the computer, computer sends ground to relay and closes it to turn the fan on. There should also be a "bypass" that operates the fan when the ac clutch relay closes.
