This is controlled by the same circuit that turns on the brake light. If the brake lights are not working try to find the switch actuates the brake lights. Failing that, I could be the computer. You may have to take it to a repair station.

The car will start but wont go in gear or the ignition won't turn all the way off

I am thinking your problems are one in the same you have a safety lock on your shifter that will not allow you to shift it from park unless you push down on the brake which then send a voltage signal to unlock your shifter but if the voltage is never sent you will not be able to shift it out of park. There is an emergency access through a small hole next to your shifter that you could put a screw driver in there and push down to unlock your shifter. Sometimes this hole has a small cover over that you need to remove. Check to see if your brake lights are working if not this could be the problem as the voltage needed to unlock your shifter usually comes from the brake switch down on the brake pedal let me know how it goes.

Gear shift stuck why

There are most likely two possible culprits. The brake position switch located on the brake pedal assy that tells the ECU that the brake is pressed and it is okay to unlock the shifter, or, the shifter solenoid (the part that unlocks the shifter) is going bad.

Hope this helps,

I can't get my 97 crown victoria out of park

The brake switch sends power to a solenoid which unlocks the shifter.
Could be a fuse, a faulty brake switch, or the solenoid.
You may be able to shift out of park if you unlock the column but don't turn the key to on.

Check that the brake sensor is alright. Try putting a new one in at the pedal if you don't have a test light or continuity meter to test it. If the brake being applied is not being sensed by the computer, then it will not allow the shifter to unlock. Possible solenoid problem with shifter, as well, if the brake sensor checks out ok.

Shifter on my 2006 dodge charger is stuck in park cant move at all in either direction

If your car has "shift lock" which unlocks the shifter when the brake pedal is depressed and you are doing so, but does not unlock the shifter try this...
Look under the dash, on the brake pedal arm. There are one or two switches that activate brakes lights and shift unlock. Check for loose mounting nut or a missing rubber nubber. Look on the floor for something not usually found there. These switches are adjustable and it may be as simple as adjusting them. Have a helper look for brake lights on and shift lever unlocked while you push the switches with your finger. Remember to set the park brake first. Could just be a bad switch or loose connector.

It has a brake-transaxle shift interlock. You should just push the brake in to shift, but if you have done that, and it still won't shift, with foot on the brake, push the shifter all the way into park. Sometimes they don't always go into park all the way. Also if you park on a hill, it puts pressure on the btsi, so you cant shift it. Have someone push the vehicle back, just enough to take the pressure off and it should shift. I had this happen to me with my Grand Am.

Cannot shift the transmission shifter from park to other selection.. the cars is totally running. what might be the problem?

Possibly the brake pedal switch is not telling the shifter your foot is on the brake, or the shifter unlock solenoid is not actuating to release the shifter. There is usually a release on the shifter somewhere. What model/year is your car?

I am unable to get my 2001 spectre into gear. I

If it has a center console inside the center console is a shift interlock solenoid which when the brake pedal is depressed sends a voltage signal to the shift interlock solenoid which then unlocks the shifter allowing you to shift it. It may be bad look into it. You can also manually unlock the shifter by pulling the small plug on the console next to the shifter then sticking a screwdriver down in there far enough to un lock the shifter they made that for this reason.
