the engine makes power, if its weak , rpm dont rise under loads(hills)
if the engine is good, and RPM rises fast and speed does not
that condition is called tranny (or clutch)slip.
lazy ,means nothing, a test driver can hear the engine, see MPH and RPM. all three inputs solve the what is messing up.

could have to thick of motor oil in it...cold weather always use lighter oil

need to check and see if cooling fans are working and working properley at some point wheren the high side gets up about 225-250 they will kick in to a high speed untill the presure drops but the fans will always run when ac is on/also may be to much freon

what does the noise sound like? it may be cam noise form your cam lobes or you may have a lazy cam follower what did yo7ur motor rebuild consist of and are you sure noise is from top end and not an over tightened cambelt wich will give a noise similiar to noisy cams

if its auto it sounds like the transmisson is sllipping no quick fix
if its manual the clucth is slipping try adjusting if there is no adjustment then clutch needs replacing
