Could be the fuel pump getting ready to go out or the filter stopped up.

Van acts like the fuel filter is plugged, and losses power when going up hills

Do you have a fuel pump? If its bad or weak, you aren't getting enough gas to your engine. Has anyone thought of the filter in your gas tank?

Loss of power when appling pressure to throttle, surging happens

There are a few thing that can cause this type of problem, A weak fuel pump is the most common, not enough fuel pressure . the pump puts out just enough to start and idle but when gas is applied it sputters and pops and stalls out. I would start with having the fuel pressure tested, a fuel pressure gauge will be needed to perform this test. you may be able to rent one from auto parts store, you will connect at the injector rail, there will be a valve , like the tire air valve. screw end of gauge to valve and start engine and see what the pressure is. the pressure needs to be at 38 psi, or test pressure without starting just turning key on and then pressure needs to be 47- 50 psi.

If the pressure is lower than the specs then pump is bad..
the other problems could be a bad tps sensor or mass air flow sensor, but from the way you listed what the problem is doing i would have to say start with the fuel pump testing first,

My 2001 chevy silverado had trouble i was going up a hill and it started to act like it wasn't getting gas and it finally died out and will not start agian, the smell of gas was very strong

Sounds like either a clogged fuel filter, or a problem with the fuel pump. The filter should be on the drivers side under the cab, and the pump is inside the tank.

Car will turn over but acts like getting any fuel. Fuel filter just changed about 10 months ago. Has had tune up. Has full tank of gas.

I would have the fuel filter changed again, just in case sediment from the tank is blocking fuel through the filter, and check the fuel pump. They put them in the gas tank now and they do go bad. If you jack up the back end where the gas tank is, pehaps you will have enough gravity feed to present enough fuel to the injectors to start the car. That will tell you if the fuel pump is bad.

Having problems in hot weather. When it's hot outside and the vehicle is at normal operating temp, it acts like it vapor locks, or maybe the fuel pump is on its way out. It is worse when going uphills, but...

Without more information this will be a bit hard to diagnose. You can start by locating the fuel regulator and make sure it is not leaking into the rubber vacuum hose that attaches to the regulator. There should never be fuel in that rubber hose that you can pull off by hand. Another possiblity is a clogged fuel filter. This is an inexpensive replacement to start with. A third possible problem is that you may a misfire on one of the cylinders causing the power loss. If it only happens when it's hot you could have a faulty coil pack module. You will notice a power loss more on hills with any of these issues. If the fuel pump is working "intermittently" and causing the motor to stall you should check all connections of the wires and inspect any wiring connectors between the fuel pump and fuel pump relay.
