96 has no ICM, 95 was the last year of an external ICM. 96 it became integrated into the PCM.

It is usually carbon pieces from the evap carbon canister clogging the purge solenoid and purge flow sensor. There should still be a one piece purge solenoid and purge sensor with hose assembly available. You will also need to replace the carbon storage canister.
After replacement disconnect the negative battery cable, hold your foot on the brake pedal for 30 seconds, then reconnect the battery.

coil packs r usually not to hard to change pull one plug wire off at a time then put them on the new one i would try that before i put ignition module did u put a new fuel filter on it to c
