Make sure it is in park with ignition on to adjust seat,
CONDITIONS FOR MEMORIZED POSITION ACTIVATION Ignition key "ON" and shift lever in "P" position All parts of the memorized positions can be activated. However, if the brake pedal is being depressed, the seat position will not change. Key not in ignition switch and within 30 seconds of opening driver's door The memorized position can be activated. If any driving position memory switch is pushed while one of the memorized driving position profiles is being activated, the operation will stop. To reactivate the system, push the desired button ("1" or "2") again. The driving position memory control system cannot be operated while the vehicle is moving. If the vehicle's battery is disconnected, the computer's memory will be erased and the memorized position will have to be set again.

Inoperative seat heaters on a '95 Avalon XLS

There should be a relay for one or both seats. You may need to check with the dealer on what the relay looks like and where it is located.
It might be in your owners manual.

(2002/2003 Toyota Avalon XLS).... I need to know what fuses control the tempature, RPM, Speedometer, & Fuel Gauges. As well as the in dash information center ie; time, date, fuel economy range. Or...

There isn't a fuse for this. Like you said dash board control module. The Instrument panel (IP) is a computer, it is fed by the ECM (engine control module) You could have a loose contact with the plug in the IP since you have lost everything. But I wouldn't rule out that the IP has gone bad.

The memory power seat feature does not work on our 2002 avalon.

On GM products this is usually controlled by the remote being close to the ignition switch. The remotes have number 1 and 2 on the back of them. When it does not work do you have the remote close and do you have one remote for you and one for the other driver? Also, some cars have buttons to run this feature. Mom's stopped working when she got a remote start added to the car. Let us know if you find an answer.

See toyota technical service bulliten AC005-99.
This is a expensive repair but if you just unplug the the air inlet servo motor(behind the glove box )
the air should start to work but without fresh/recirc control.

How do you change the alternator belt on a 2002 toyota avalon xls

There are two bolts on the alternator:
One holds it in position on a rail to adjust belt tension and the other mounts it to a brace. Loosen both of these and angle the alternator to release the belt tension and remove the belt. Put the new one on and reverse your removal technique. You want the belt taut, but not tight. If it squeals when it's running, just adjust the tension to make it a little bit tighter.

Regards,
matt
