Power steering is most likely out. Check fluid levels first. It may need to be replaced.

Rack pinion steering

There is a steering arm joining the two front wheels, if the tie rod ends have come loose it may result in only one wheel turning.

Nothing in the steeing wheel works horn, cruise, radio buttons

Almost sounds as if the steering wheel wire harness is disconnected!
All those things are bundled into a harness that is connected at the factory when the steering wheel is installed.
The connection is probably inside the car under the dashboard.
Be blessed.

Driver side wheel doesnt turn while moving steering wheel

If what you stated is true, then an answer here is useless since you would have not been able to drive this vehicle after that, and have had it towed and repaired.

There may be some problem in your driver side suspension. Try replacing that and you may get rectified from the problem. You can purchase the suspension parts here. Try this link.

Replace the clock spring under steering wheel, if applicable to your vehicle

1997 Dodge Caravan, Horn and Cruise Control doesn't work, and Driver Airbag light on is there something other than fuse that may cause this

It sounds like the item known as the "clockspring" has gone bad. It's a unit between the steeing colum and the steering wheel that transfers the electrical connections for any steeing wheel mounted electrincs, like the horn, cruise buttons, airbag, or anything else that might mounted to the wheel.

These are not easily replaceable, however after a brief search, there appears to be a POSSIBLY of getting it replaced under a recall from the manufacturer. Check out this link, and this link.

Steeing wheel vibrates when i turn to the left from a stop

Does it feel like it's trying to pull back straight? if so, I would say you have a seized strut bearing on the right side.

Removal of 2008 Prius steering wheel -

with a small flat screwdriver, remove the 2 by 2 inch black plastic covers behind the steering wheel. one of them has a hole for the cruis control lever.
loosen but dont remove the two torx screws behind these covers.
allow the airbag to fall out into your hands.
carefully raise the two yellow retainers on the airbag wires, then pull the wires away from the airbag module.
then squeeze and pull the black horn wire from the airbag.
to replace the steering wheel, unplug all the wires you see and remove the 19mm nut holding the wheel.
then by hand wiggle the steering wheel toward you.

Power steeing

open bonnet, it should be as you face the car on your right hand side next to the screenwash. On mine (its a diesel so may be in a different place?!) it has a green cap with a comedy picture of a steering wheel on it, it is quite hidden mind by a big plastic cover!!
Good luck
