What kind of vehicle? Why did you change the master cylinder? Did you bleed the master cylinder before you installed it? Is there any brake fluid leaks in the system? If you have rear drum brakes, are they adjusted properly? More info is needed in order to help you properly

The clutch peddle will not come up it stays on the floor

Check on the upper part of the pedel to see if the clip that connects the pedel to the clutch master cylinder has poped off If the clutch pedel is on the floor this is a likely sulition and relitively easy repair you just reattach the clip

Replaced rear breaks, 2007 spectra, breal pedel is solf, goes to the floor. how do I firm up break pedel, never broke any lines.

You have to check that rear brake cylinders doe's not leak fluid. Check your master fluid reservoir when you pump the brakes.
You have to bleed air from the system, and check the vacuum hose at the master brake cylinder.

My Volvo 850 1996 had spongy brakes with the brake pedel traveling some distance before the biting point. If the brake pedel was punped you coul get a higher pedel. My local mechanic blead the brakes and...

I would first bleed the brakes again -- maybe there is still a small amount of air still in the lines. If this doesn't work and there is no visible leak, I would have to suspect the master cylinder is "leaking by" internally. A new one shouldn't be failing already, but it's happened before.

Soft/floppy clutch

This is probably a hydraulic clutch. check for fluid at the clutch master cylinder, if empty check for a leak at either master or slave cylinder (on the side of the transmission) if fluid is present in the reservoir try loosing the fitting on the slave and have an assistant pump the pedal while adding fluid ( this is called "bleeding", just like with a brake system). don't allow the master cyl. reservoir to run dry. Hope this helps
