The torque is 70 lb. ft.
Before reinstalling the balancer check the key way for wear both on the balancer and the crankshaft. Also when reinstalling the balancer on the crankshaft it should be a press fit. A crankshaft balancer installer kit is needed to get the balancer bottomed out in other words.
Use some sealer on the key way to prevent an oil leak.

there are four nuts that you must remove at the front of the pulley between the fan. remove fan, fan shroud,loosen accessory belts. remove water pump pulley and the pump bolts will be exposed. check belts for replacement while you have them loose. reverse procedure to install.

There is no spec for that. the sleeve must be compressed until you have the correct pinion bearing preload. The pinion must take 3-5 inch pounds of torque to spin it.

First, tighten the bolts to 25 ft. lbs. (34 Nm).
Next, tighten the bolts to 45 ft. lbs. (61 Nm).
Finally, tighten the bolts to 65 ft. lbs. (90 Nm).
