Toyota drive cycles can be finicky, but generally, they need to be driven at 25 mph for 15-20 minutes, followed by driving at 40 mph for 15-20 minutes, followed by 60 mph for 15-30 minutes. This must be done nearly non-stop. inner city stop and go never works. It can be daunting, but it is required for the PCM to complete a full drive cycle. All of these drive times must also be done at full operating engine temp. If it's not warmed up first, all the time you drive will not start counting till you reach operating temp.

If the compressor goes on and off, the idle speed will fluctuate.
Have you checked to see if the system is full of freon ?
Is the compressor cycling on and off ?

I need to have an emission test on a honda element 2004 and the drive cycle needs to be done to get the information, I had a battery change and it erased the information


drive cycles are done while you are doing normal everyday driving. the only reason an emission test would fail is if your check engine light is on. a local autozone or advance store should be able to hook there engine scanner up to tell you if any catalyst monitors have failed and check for trouble codes.

High fuel consumption


Check the following things: air filter, wheel alignment, and timing belt, all of them if not serviced on time can affect your fuel consumption. I do not think its the heat because I drive my car in Phoenix AZ with temperatures comparable to Dubai and I still get 500+ km/tank.
