You don't tell us what we're dealing with so will go with general principles:
- Manual clutch? Check linkages, adjust slack. Possible that clutch is worn, throwout bearing?
- Hydraulic clutch? Same thing only also check fluid level, master & slave cylinder function, fluid leaks.
