Well we'll star off with this----they usually a delay on the headlights when you turn the car off so at night you can get to your house/door/sidewalk/garage with the illumination from the headlamps before they go off----by the light switch on the dash there's a control to limit the time the headlights stay on----now if you inadvertently had turn the light switch on (yes you can do that manually)----they will stay on until you turn them off or the battery goes dead---other then that you may have some computer or wiring issues and or things such as a replaced radio or gps sys that was not intended for that vehicle but a generic set up---that all I can think of at the moment----good luck Happy Rabbit

2003 ford crown victoria with working brake lights but no parking or rear lights


Duplicate the issue ? You mean the lights are working now ?
The turn signals and brake light circuit is one and the same. The parking lights are on a different circuit. The parking lights get power from the headlight switch and don't travel thru the turn signal switch.
So have you checked the park fuse for power ?
The location of the fuse should be in your owners manual.

2003 crown victoria won't come out of park


Had a similar problem. Solved it two ways first place key in the 3 position move gear to N then start and it will shift easily. Second solution check brake light fuse, it is probably blown replace it and gears will shift OK.

I found out that if I pull the headlamp switch a little bit that the tail lights will then work for some reason

They are NOT supposed to blink only the front facing

if you are talking about the clear lights that come on when you put your indicators on at night ?? then no they don't blink hope this helps regards Jim
