It is not related to car being cool down , I think you are having ignition switch on . The EFI fuse goes directly to the contact switchin the EFI relay. Maybe try removing the EFI relay, turn the ignition to ON, and see if the fuse blows.
Doing this, the car won't start, but it might give you a clue as to where the short circuit is located. ... Check the fuse/relay box next to the driver side fender in the engine compartment.

has your truck sat for very long with out being driven-this sounds to me like you have had a mouse chewing wires and or nesting in your head liner-that is why dome fuse keeps blowing-pull your headliner down and check for shorted wires-Replacing fuses will not fix the problem Cheers Denny

PCM fuse keeps blowing

It's possible you ran the battery down, trying to start? Have to make sure battery has a full charge and battery connections all good. If battery is down, have to use a charger and get it charged, we can't test anything if battery is down.
I did look at power distribution wiring diagram for your vehicle, I found pcmB fuse--20 amp. Two fuse legs goes to pcm, the other goes to load side of fuel pump relay. If I had to guess, I'd say the fuel pump has a problem. If the wiring before the fuel pump relay or the pcm was the problem, then the fuse would blow as soon as soon as you plug it in. The fuse circuit shows to be hot all the time. Just my opinion. There might be other issues, but, I can't track it from where I am.

A bad relay will not blow a fuse. The radiator cooling fan must run with the A/C on or the vehicle will overheat and the A/C will perform poorly. First I would check the draw on you cooling fan motor-it may be blowing the fuse, or you have a wire shorted to ground.

If other techs have looked at it ,the common things have been checked. What sometimes is over looked is the space between the radiator and the A/C condensor. Debri gets stuck to the radiator and is hard to see . If you loosen the radiator mounts you can see between the two.If it is very dirty it might be necessary to remove the radiator to pressure wash it.

94 honda accord cooling fan fuse keep blowing do i need to replaces fan or search for a bad wire

More then likely will have to replace fan motor, fan motor is weak and asking for to many amps to work, and that will over load and blow the fuse, if it was wiring the fuse would blow right away, replace fan motor.

Engine Dies while driving down the road-frequent fuse/electrical

If the computer fuse is blowing, there are deep problems within the computer--it must be replaced. There are no high current loads external to the computer that could draw that much current from the computer. All high current loads are driven by an individual relay for that function which in turn are driven by the computer. Even if a relay coil shorted internally, the computer output would not likely fail. A test would be to pull all relays, then replace the fuse. If it pops again, the computer is suspect. (several hundred dollars for a rebuilt unit). Hope this helps.
