I agree with the above post. These older fords have had problems with the battery cable ends having high resistance. You can try moving the cable ends on the battery if the headlights dont work. If the headlights work, try tapping on the starter motor with a prybar or hammer handle while someone holds the key in the start position.

If the motor does not turn at all make sure you are completely engaged in Park or Neutral. Check battery terminals for loose connections or corrosion. If the headlights or windshield wipers don't work the battery is dead.

SOURCE: 2001 Lincoln LS 3.9 WONT START WITH 12v POWER!

Make sure the battery is fully charged first. Now you need to find out if spark to the spark-plugs is present and that the fuel pump is working. Let me know and we'll go from there.

SOURCE: where are spark plugs in a 1998 lincoln town car

they are "coil on plug" design, so you have to remove the ignition coils to get to the plugs.
they are along side of the valve cover near the fuel injectors

1998 lincolin cartier stuck in park, wont go in reverse. what do i do

Could be the shift lock solenoid, or the brake switch.
You should be able to shift out of park by turning the key to the unlock position but not all the way to the on position. Make sure the parking brake is applied.
You can then start the engine in neutral.

My grandmother has a 1998 Lincoln Cartier and her windows do not work. She does not have her car book and we are needing a diagram of the fuse box... Can you tell me which fuse controls the windows? ...

The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the window fuse it should be around 30 amps.
