If your steering wheel is hard do you mean its hard to turn it? If that is the case locate your power steering fluid bottle under the bottle it sits close to the water bottle resevoir and see if you have enough power steering fluid in. If by chance you have enough in then your next step will be to locate the power steering pressure switch and look if its damaged by chance.

It gives a yellow steering wheel warning and when i start the engine there is whoovering sound coming from the wheel on the left front site

Your car is probably low on power steering fluid. You should be able to find the appropriate fluid available at an auto parts store and they will likely show you how to fill it.

Cheers.

I have a 2001 volkswagen gti, and the headlights won't turn on as well as the heater& the directionals. I don't have a clue what it could be.

More than likely it needs an ignition switch. The trim around the steering column needs to be removed. 2 philips straight up just below the steering wheel, one t25 bolt near the column adjuster, and 2 philips behind the steering wheel. You can get to these by turning the wheel. Once the trim if off you can see a large connector for the ignition switch. Before disconnecting it, use a small flathead screwdriver to loosen the switch. There are 2 flat head screws behind some red threadlock between the connector and where you put the key in. Pull the switch out using the wiring, disconnect and reinstall in reverse order.

It has power steering. Why does it steer so hard?

Do you hear noises while turning the wheel at low speeds or stationary? If you hear a whining noise check the power steering fluid level. A low fluid level would make a whining noise as well as cause stiff steering. If you hear a squealing noise check the power steering belt tension. A slipping belt would cause stiff steering also. If you hear no abnormal noises check to make sure the power steering belt is there. If all of the above check out ok you may have a bad power steering pump, steering gear or a blockage in a pressure line.

Front tires hmmmmm.is it the front wheel bearings?

if it is the tires the noise will not go away when you steer one way or the other. if it is a wheel bearing the noise will go away when you steer one way and return when you steer the other way.
