Look for a bad brake light switch or connection to it first. Many cars have interlocks to this switch to make sure brake is engaged at certain times, like starting car.
Would help if you wrote out complete English words and sentences to describe conditions in better detail.

Try wiggling steering wheel very hard back and forth while trying to turn ignition on it may be jammed and needs turned back and forth to break it loose

Sounds electrical/relay to me if you cannot lock by pressing the lock button on the door itself. Driver and passenger acting the same AND the remote all the same result point to only one culprit.
