both dead on all 4 corners, that is no lights glow , non stuck on. right?
dead turnsignals, blinkers and emerg.
The signals are controlled by the BCM and the noise is basically just a courtesy to let you know the signals are on.
so do you get that sound? yes or no (its just the BCM telling you ,
i got the blink command)
if no sound, (call it a tell tale) then the BCM didnt get the command
so I will look (programming what do you mean by that????)

many cars starting in 2006 switched to can-bus (this car)
and lots of computers, mine has 11.
and works like this.
the combo switch closes. (just a binary digital signal 0 or 1) TO THE
BCM. (very rare failure here,as no large current flows,like old cars)
the BCM sees THAT, and sends a command to the multifunction module via the CAN-BUS. this unit closes relays and does the blinking
all in software. (in the IPDM) the IPDM has RECALLS !!!

facts your car does have a BCM.
car has throttle by wire too, and that can sux.
so my points?
not checking all fuses.
not scanning this modern fancy car with a real scan tool means
you missed all those factory DTC codes
like lost the code from BCM to other master device?
it the can-bus fails, it will report it and other errors.
even stuck, blinker relay or?
i use a innova scan tool model 3160 to SEE all FACTORY CODES
this is first after fuses tested. (tested not glanced)
i found the 07 IPDM on google
Radiator fan inoperative
Fog lamps inoperative
no mention of TURNS.
NTB03-094??? cant find it but is blink related (rumors)
the stalk switch is good, take 2 switches to fail, unlikely
bad programming in BCM.
scan it and look for CAN-buss errors.
or it will be impossible to diagnose.
unplug car neg battery lug, wait 5min, and put back.
this might make the BCM and friends, wake up.
