Problem could be in instrument panel circuit. a wire might be broke or melted on the circuit board. may have intermitting touch of broken wire causing gauges and lights to flash on an off.

Loss of power and loss of vacuum to brakes

Restriction in the exhaust can cause this. Test with a vacuum gauge normal 60 mph readings around 14-18 hg. in depending on throttle position once power loss starts if reading goes to zero restriction is present. then use of a infra-red thermal heat gun you can locate the restriction. hot to cold at plugged stop.

No power to gauge and fan motor 2000 tundra

HVAC post?
the Heater fan motor is dead on high?
the Cluster gauges and warning lamps are all dead?
what is dead, and what is not?
power loss, engine power,
do check all fuses first. in both boxes
if fix the fan first. he heater fan nust work on high.
if not fix that. its very simple and if you fix that, there is a good chance
other things start working
the #1 thing to fix first is headlights or parking lamps dead .
as these all work keys in pocket. and is an easy fix.

Gauges in my 1998 plymouth neon stopped working when i hit a bump

Sounds like an intermittent loss of power to the instrument cluster to me. Remove the instrument cluster and inspect the electrical connectors on the back of the cluster.

1996 jeep grand cherokee- while driving all gauges stopped working and all dash light were flickering on and off. then all went back to normal but since then passenger side windows and door locks will not...

I would start by scanning the engine control module and the body control module and the antilock brake control module and the transmission control module and the airbag module to see if there are any fault codes that indicate a loss of power to the modules. It may tell me which circuit malfunctioned. If that does not give me a clue, I would then start to diagnose the window circuits by first checking for power at the master switch and move to the rest of the power window system from there.

As for fuses or where to start...I think you should probably read these articles before doing anything:

Where's The Fuse?

What Else Could Be Wrong?

It could possibly be a bad gauge, this is a pretty common issue for Trailblazers to have. Here's a link with more information about these GM gauge problems. Also, where you can purchase replacement parts on Amazon if you want to do the repair yourself.

All windows and gauges went out is that correct.
I would have battery and charging system checked out . All of the items you listed run independently from one another. The only thing that powers all of the is the battery and charging system.
