Question about 1999 Chevrolet Silverado 1500
Check the orange wire at the connector where you plug your scanner in. It should have 12 volts if it does not check you cig lighter fuse .When this happens to me I just plug my power source to my scanner into the wall. Hope this helps a bit :-)

In most other models that have an error trying to connect to an obd2 scanner is there's something wrong in the ground circuit in your vehicle. one has to painstakingly trace those grounds to make sure they're clean/ not corroded... then go from there
