Question about 1989 Cadillac Brougham
Can be so many things, special after you changed (rebuilt it) things. Can be a plug, wrongly connected, build in a defective part. A bad dynamo or voltage regulator. Try to find what is working and where the voltage is not coming or to low.
Would be almost impossible for anyone else to diagnose, if a skilled rebuilder can't find what is wrong, when he is working on the car.

check the alternator fuse that can be a fuse link by the battery pole,check alternator voltage on the alternator red wire or connector,it should the same as on the battery ,check ground wires for loose intermitent contact

If you have a HT4100 engine, the block is aluminum and the design is poor. It is quite possible that the main bearing saddles are out of alignment and that's causing your problem. That condition can only be corrected with an align bore which requires total engine dis-assembly. On an old vehicle, it is just way too expensive.
If you really want to keep the car, consider an engine upgrade but that too costs a lot.
I know that this isn't what you wanted to hear, but it is what it is...

If you do not have a guage in the instrument cluster then it is going to be a light. The light will be red or orange and shaped like a little thermostat. When you turn the key to the on position it should iluminate briefly before starting the car. If it does not then you may have bulb out in the cluster.

check your vacuum lines running from the motor to
the firewall , many vehicles use engine vacuum to
operate these vents , a broken or cracked line
will prevent proper operation.
