Assuming all fuel lines and electricals are correctly connected, and that there is fuel in the car and spark getting to the plugs, my best guess is that you'll need to put the computer that went with the 1,8 into this car. Also, you need to make sure that the Neutral Safety Switch is connected properly.

I will check the neutral Safety Switch later and I will let you know if it is connected properly or not.One more question,if the Switch is connected properly is there anything else I need to ckeck?"

I'm sorry, but you've reached the end of my experience. I've switched many motors and tranny systems, but those were all before computers, electric fuel pumps and such. Oh, one other thought. Are you sure the spark plugs wires are correctly hooked up. It's really easy to cross them and in essence put the car out of time to the point it can't start. Often times done by silly people that pull all the plug wires at once when doing a tune up. Make sure cylinder #1 is at top dead center, then get a repair manual (Chilton/Haynes) for this car to see the firing order. Trace plug wires from #1, #2, etc in firing order.

Lancer timing

-Try one more time. When pull out the plug, make sure ground it.
If there is spark shown. It could be the rotor point to the wrong cylinder plug wire.

My 2003 lancer over heated and won't start now.

too late, but the answer is: when the water system loses enough water, there is a sensor in the water inlet that tells the computer that there is no water, then the computer will not allow the engine to start, I check it on a radiator change I had to make a lancer 2006, we wanted to move the car a few meters but did not start because the hoses were not installed and the block had no water, so we had to start pouring water with a garden hose to the water inlet of the block and in that way started the engine.
