Question about 1996 Ford Explorer
The wipers will run about 5 seconds then freeze. They will not start working again until the engine has been shut off for at least an hour. I have checked for loose fuse with no luck. What part should I replace first.

Sounds like the windshield wiper motor is getting too hot. The wait an hour is waiting for that to cool down.
The wiper motor is located usually under the hood, on the firewall on the passenger side.
You should be able to feel the wiper motor getting too hot when the wipers are turned on.
