Check crank position sensor or cam position sensor if applicable. Is it actually sparking? If so either its not being told when to fire or there is something else telling it there's no fuel etc. Check the relay box for fuel relay etc.

SOURCE: firing order for a 1996 EF ford falcon
EF & EL are 1,5,3,6,2,4
EF has a coil pack under the inlet manifold the EL has a distributor
EF uses a waste spark system so 2 plugs are fired at the same time eg 1 & 6 - 2 & 5 - 3 & 4

There may be power to coil pack but it may still need to be told when to fire, hence cam or crank position sensor. Only a magic test box will determine this.
