You don't say what your vehicle is, or the circumstances when the revving happens. There are several sensor inputs that ultimately try to get the engine to run at the required speed. If possible, I would suggest having diagnostic codes checked to see if there is a specific problem. Otherwise it's working your way through from the basics of spark plugs and air cleaner to the "OMIGOSH I need a mechanic".
