An easy way to test if the flasher is bad is to remove the flasher unit under the dash and replace it with the emergency flasher, if it works just replace the turn signal flasher.

i had the same problem with my 2002 Dodge Ram 1500, the front light control module is bad and its about a $250 part.

check to see if the emergency flashers work if they do its its either a wiring problem, bulb, or socket the bulb fits in. if it does not work than the flasher is the problem. it is located underdash on driver side in the kick panel( to left of the brake pedal) it is a blue or grey sguare relay looking plug. if it is factory flasher it will say flasher with the part # on it. it should also say toyota on it. good luck

check fuse under hood, batery terminals coroded wire at harness if everything fails run a hot wire to rear brake line with an interuptor.
check the swich under the foot brake.

Sounds like a short to me. Or a bad breaker on the fuse pannel. A lot of people check the fuses, but most dont check the breakers or the flasher that also has to work correctly to work the 4 ways and turn signals. I dont believe that one has a second fuse box under the hood, but it would not hurt to check it out. Most of the newer ones do.
