sounds like a bad fuse, have a look at your manual and see which fuse controls those parts, they are most likely on the same fuse, the fuse box may also say which fuse is for what, If the fuse in the first box doesn't fix it, try a new fuse in the box under the hood, let me know how this goes, you may also have corrosion in a wire but check the fuses first.

The seat back frame is broken, in most cases it can be welded but all the trim must be removed and the seat dis-assembled down to just the frame, any upholstery shop can do this job for u, about $100-200

SOURCE: seat belt is loose
you will need to replace the tensioner, and the best solution is to go to car-parts.com and order you one from a salvage yard. It is not difficult to replace but you will need a set of large torxs bits to remove and it will require snapping off the piller molding

SOURCE: Driver side seat back is loose
Sounds like your latch is broken. You can replace the latch, it is spring loaded .Once you remove the trim around the latch and pull the seat cover up you can gain access to the bolts. You will need a torx bit ,I believe a t40 not sure. 13mm and 15mm socket.

remove seat - 4 bolts mounting to floor - unplug and remove seat - look for missing bolt, probly on floor under seat or in seat, reassemble seat back, install and plug in seat
