Normal pressure on 90's fuel injection is 55 PSI +/- 8 PSI Should not leak down more than 7 PSI in a 15 minute period when engine is shut off.

Check the valve on the fuel rail. Looks like an over sized tire valve. Push the center of the valve, if there is still pressure it will spray fuel. If it is still pressurized then you probably pulled the wrong relay.

How many miles do you have on it? The fuel pump is in the gas tank, I have a 97 explorer and around 75k miles the fuel pump went out. After talking with other Ford truck owners this was pretty common. Its not a cheap repair unless you are willing to drop the tank yourself.

NEED TO REPLACE FUEL PUMP FOR 1996 fORD eXPLORER, V6 4.0. WHERE IS IT AND HOW DO I GET TO IT?

Great SUV, I have the same model; for Ford Ranger/Explorer/Mountaineer 1991-1999 check this procedure to Fuel Pump - REMOVAL & INSTALLATION...
(see Figures 1, 2 and 3)

To gain access to the fuel pump, it is necessary to remove the fuel tank.
  1. Depressurize the fuel system and remove the fuel tank from the vehicle.
  2. Remove any dirt that has accumulated around the fuel pump attaching flange, to prevent it from entering the tank during service.
  3. Turn the fuel pump locking ring counterclockwise using a locking ring removal tool and remove the locking ring.
  4. Remove the fuel pump and bracket assembly.
  5. Remove the seal gasket and discard it.
To install:
  1. Put a light coating of heavy grease on a new seal ring to hold it in place during assembly. Install it in fuel tank ring groove.

  1. Insert the fuel pump assembly into the fuel tank, then secure it in place with the locking ring. Tighten the ring until secure.
  2. Install the tank in the vehicle.
  3. Install a minimum of 10 gallons of fuel and check for leaks.
  4. Install a pressure gauge on the throttle body valve and turn the ignition ON for 3 seconds. Turn the key OFF , then repeat the key cycle five to ten times until the pressure gauge shows at least 30 psi. Reinspect for leaks at the fittings.
  5. Remove the pressure gauge. Start the engine and check for fuel leaks.

Hope help with this; remember comment and rated this help. TY for using Fixya.

I have to prime to start 1999ford explorer

I suspect your fuel pump is going. Or your pressure regulator is letting pressure bleed off. If you have a pressure tester, you can attach to the shrader valve on the fuel rail n top of the engine. Pressure should be @ 40 psi.
Try this, turn key on and wait 2 seconds while listening closely at tank for fuel pump running.
Then turn key off and wait 15 seconds for power relay to click off. \Then repeat 2 more times with wait period.

Se if truck starts right up. If it does, then pressure is bleeding off.
The fuel pump (in the tank) has a chek valve in it to keep pressure from bleeding off too.
