Basicly water gets into it and corriods the connections slightly but its enough to make it stop working .
This panal will pop up its plastic clips that snap in and out from the door handle .Small screw driver pop it out clean the connections and pop it back in 10 minites no tools execpt a small streagh head screw drives use denatured or rubbing ALC to clean contects and lube with dielectric gresse .And keep in mind you don't water getting in on the consoled

SOURCE: saturn ion blower motor
lower settings as far as speeds for your blower motor go through a resister block to reduce the voltage your blower motor receives to make it turn slower. If it turns slow on high you would have to check the voltage at the blower motor, should be the same voltage that would be at the battery. There could also be material in the blower motor fan like things a mouse could have put there. Causes the fan to spin slower and also blocks the fins from pushing air. Any strange noises would be heard unless you have had the prob since you owned it and could not detect any changes. It could be even full of stuff and still
be in balance. but it could be a few other things.

SOURCE: 2003 Saturn ION 2 trunk Problem
there is a manual switch that is located near the trunk latch for a safty lockout it might have been switched by accident look to make sure.hope this helps.

If only the trunk release is not working, did you check to see if the little lever arm switch on the trunk lid at the latch assembly is switched to enable the release? Mine came switched to the 'Off' position when I bought it and it took me a few days to figure that one out.

It may mean a bad switch, regulator, or motor.
You'll need to remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Then you can test the switch to see if it's the switch that's broken. If not, you can then pull off the weather seal and access the insides of the door
