You use a bench vise, and stick a drill bit or pin in the hole to retain it until you are ready to release it after you install it on the block.

How do you release pressure from the tensioner to remove the timing belt on a 2006 chrysler sebring?

it should be on a spring loaded arm that applies tension from that to the belt. on the arm the is a spot where you can use a 3/8 inch socket wrench to reverse the tension and remove the belt.

At what mileage should the timing belt be replaced on a 2005 Chrysler Sebring 4 cyl? Does the tensioner need to be replaced as well?

Depending on how the car is driven (outside temp, towing, stop and go, dusty, etc...) the maintenance schedule states either 90.000 miles or 120,000 miles. If any one harsh driving condition applies, chrysler recommends 90,000 miles. The only mention of the tensioner needing replaced is if the belt was damaged due to misalignment.
Hope this helps.
