Depends what vehicle you are asking about (make, model). Most have MAP and MAT sensors on the air intake and well as an IAC motor and TPS on the throttle body. If any of these is improperly hooked up or malfunctioning, that will cause the problem.

SOURCE: car starts and idols fine

The car's computer is doing exactly what it's programmed to do.
It's called Fuel Cutoff Rev Limiter and it's there to protect your engine.
The stock programming for an 01 GP is cutoff 5950 rpm resume 5925 in gear, cutoff 4000 rpm resume 3500 in reverse and cutoff 4005 rpm resume 4004 in park and neutral. (You didn't say you were in gear. Please don't do four grand in reverse.) The reason they're designed to do this is to prevent lifter float and valve dammage. You can have this programming changed by a tuning shop but, I wouldn't recommend it.

SOURCE: rough idle, dies when trying to give it gas

it'll either be your ignition system (spark plugs, distributor cap, etc) or more likely your fuel system (most likely your fuel pump or your fuel filter)

SOURCE: car won't start without adding gas to air intake then won't idle

Check the fuel filter, you may have clogged it when you filled the tank.
