What is causing a buzzing noise when using the left turn signal on a 1999 Pontiac sunfire

Two possible causes
If it is only the left turn signal then the switch has worn switch contacts and you need to replace it with a new indicator stalk switch.
If both left and right the flasher unit could be faulty.
