its probably your bump stops. the vw ones are very soft. i bought ford escort (the shape after the xr3) ones and cut them a little down to fit. i think the noise is either your shock touching or the sound of the tire scraping the body of the car. hope this helps.

One shock absorber can cause a noisy ride also, and I exactly know how you mean by that rough ride, one thing else that causes a noisy rough ride on used cars and we don't even pay attention to it is dry and/or faulty joints underneath the car, try greasing up the joints and change the faulty joints (specially suspension system joints), you'll see how significantly it changes the ride feel of the car, by the way monteros have a pretty truck ride feel, I've had a 2001 Montero it felt more kind of truck than SUV (stiff body and suspension) but yes it was not noisy.
