The most likely problem is the sender unit in the tank is stuck.
Sender units are relatively cheap and easy to change.
Autozone probably carry them on the shelf.

Manualy Test These, and if they are Wrong the Cluster Curciut Pannel has too Much resistance to it , Probably Just From AGE Replace the Plastic Paper like Curciut Pannel Behind Instrument Cluster

Common problem. I have an '83 and '84, and the gas gauge is broken in both. The manual (Chilton) says replace the sensor, but you have to drop the tank and open it up to do this.
I just watch the odometer and keep a spare gallon in the back...

your exhaust IS plugged. you need to find out where. the cat would have been first however in this case.....what else in down line from the manifolds?
