Fuel delivery system most likely. It may be flooding if you need to wait for a restart. Which would mean too much fuel and probably bad fuel injectors or their control system. Fuel pump, fuel filter, It may have a fuel pump and fuel pump relay. Fuel injectors may be a problem or their controlling system.

1989 ford f150 it is not getting spark and wont start even with starter fluid. The truck was running and just stalled and would not start again.

Providing you are getting fuel and fire to the engine then I would check the cat and the muffler one of them is plugged and it is probably the catalytic converter. If it is it the back pressure on the engine won't allow the fuel to be drawn into the cyl. and fire. Take the o2 sensor out of the exhaust ahead of the cat and see if it will start, it will run rough be if it starts you have found the problem. Hope this helps.
