Sounds like the linkage is out of adjustment. You might need to got to a Transmission shop and have it checked out.

SOURCE: I have a 2002 Ford
The Mustang driver has the answer to the problem. There is a switch on the brake pedal, which must be engaged before the shifter will move out of Park.

I had the same problem. On mine it was the brake pedal switch/sensor. Try using the override button. Your manual should have a section on this. There is a sliding panel under the steering wheel cover about 1-1 1/2 inch wide, access the small hole it covers. Use a thin screwdriver, pencil, lollipop stick to depress the button. If this is the problem, you should be able to move the gear lever now.

first thing to check is the battery and the connections at the battery. if all this checks ok then you should try and look at the fuses for the ignition system. this should get you going in the right direction.

DIsconnext and reconnect the linkage at the transmission. You may want top replace the linkage cable all together. Make sure you set the parking break and block the tires
