No scanning the PCM first is huge problem I bet it is angry with DTC errors from PAT, GEM, PCM and even the cluster.
Obviously the key immoblizer is failing hard,
Passive Anti-Theft System (PATS) is failing and or things in its path to starting and running or just cracking you did not say.

water leaks to the BCM can do that, if the BCM computer gets wet any thing can happen with any computer wet.
well fix the leak then remove the wet computer and put it in an attic for all day long. , its still hot here in texas. are you in a hot zone?
there is no modern cars that like water in the cab, this will never be good. unless it is dried out fully. fully dry a good temp is 120F
like in the desert hot. (cars inside hit 180f to 200f easy. )

the transmission in PARK or N, sends start to starter relay.
for a fact the car gets start and run, even,
even cluster wet can not communicate IMMO key is good or bad
or lies. PATS must work right to allow cranking if PATs lies ,oops or cluster brain is wet and things PATS likes a missing key go figure.
the only question is who got wet.
in shop they may put you in the poor hows slamming in lots of computer models.
I'd dry them out .
Pat model (key) sends data directly to the cluster CPU
the cluster brain has power at all times. that is how the key works.(is a kind sleep mode key out)
and if the cluster brain gets wet anything can happen.
the cluster display only glows keyon , so the above is why it is not really fully dead. for PATS to wake it up full.
I guess a wet cluster could even wake it self up.?
id say cluster got wet (or gem)
and even lies to the PCM/GEM both,
all these parts are married, so wild swaps can not work (due hard rules of marriage I call this)
as in they must be programmed to like each other or go dead they do.
watch out some cars sees hacking 7 times it bricks the PCM, not sure here. me.
getting them all dry is best, avoiding tow to dealer.
I see a case for drying them all if 7 time brick rule is true?. take them all out and bake them dry is safe path,IMO
