Year make and model ?
Have you swapped the fuel pump relay with another ?
Its normal for the traction control light to come on if the check engine light is also on.
Have you checked the engine computer for trouble codes ?

Vehicle motor turns but not fuel supply

You don't say if you have checked that the Fuel Pump is working.

1. You need to check that the fuel pump is operating and getting power.. Have someone turn on the ignition (but not start the engine) If you listen near the FP location you should hear the fuel pump run for 3 seconds and stop. If in doubt do this a couple of times until you can hear the pump run and stop.

2. If you cannot hear the pump running check the fuel system related fuses.

3. If the fuses are good check that the relay for the fuel pump you replaced is functioning. Have someone turn the ignition on and off a few times and listen for the click from the relay or put your finger on it.

4. As a final check have a simple fuel pressure test done on the fuel system if not done already. . If everything is running normally and you are getting good fuel pressure then the starting problem will be somewhere else.

Ford f350 w/ 351w no start. Has spark and fuel but you can hear the relays clicking and the coil hums.

You don't say what year the truck is, but it could be a faulty EEC relay. You would need to trace the coil voltage circuit to find out why you don't have full battery voltage with the key on.

I'd have to test when problem is ongoing. When you first turn on key, no crank, you should hear the pump run for a few seconds then stop. For initial prime, the computer doesn't need rpm signal. Engine cranking, the computer needs to see rpm signal or it won't ground the fuel pump relay. W/o rpm signal, no spark at the plugs and no fuel injector pulse. I know your talking about fuel, but, when problem is ongoing, check spark and fuel injector pulse, engine cranking.
Intermittent problems are a pain, have to test when problem is ongoing.

not knowing what kind of vehicle it is it is hard to tell. some gm cars and trucks have oil sending units that will not allow the vehicle to start unless it has oil pressure. they start going out and sometimes they start and sometimes they won"t.

The fuel pump wires are positive: pink/black and negative=black. Pull the connector, turn the key on, and check these with a test light. Your pump power runs through the PCM.

Car won't start, turns over but won't start.

Was it starting fine and then once when you turned it off, just crank and crank the next time?

After the car sits for a while, does it start normally again?

When you turn the key to on, do you hear a click noise that comes from the left side of your dash? (you should)

If you turn the key on, and you do not hear a click, try turning the key off and on a few times until you do, then try turning the key to start. It will likely start if you heard a click.

Honda's have a relay located in a place that takes a contortionist with a long-skinny-rubber arm working upside down to get to. It is held in place with a small bolt or nut that you can turn about 1/32 turn at a time if your contortionist can get a wrench on it (OK - I'm being a little sarcastic - but it it really hard to get to).

The relay is the fuel-injection relay. You can get them aftermarket at most autoparts stores.

The problem is usually a solder joint and not the relay itself. Many people have had luck with taking the cover off the relay, examining the solder joints with a magnifying glass, and if one is discolored or obviously cracked or bad, heating it with a small solder iron and using a solder-****** to pull out the old solder, then resoldering it. The darned thing is so hard to get in and out, that I have never tried this - I just put in a new one. The relays are somewhere about $100.00 from a dealer, and a lot less from an auto parts store.

If you turn on the key, hear the "click" noise, and it still doesn't start, then it is something else, but these relays are a high-failure item.

1999 hard starting expedition, with 5.4 engine

fuel pump may be going. try this. turn key on, listen for fuel pump to run for 5 seconds. Turn key off, wait 15 seconds or until you hear relay click inside car. Turn key on again for 5 seconds and ff for 15 seconds. repeat once more. This will pressurize fuel system to 40 psi so injectors have full pressure. If it starts quickly now, you are getting bleed down through the check valve in the fuel pump or the fuel pressure regulator on the fuel rail.
