Ted got it right. Distributor vacuum is at the carb/ throttle body. You can also hook it directly to the intake manifold. Any where that is direct vacuum. Not threw a valve.

The vacuum line to the distributor is connected by a tube from the carb to a diaphragm that advances the timing under higher vacuum, and retards the timing under low vacuum.
These were common on older engines but are not needed on electronically controlled timing engines.
If you tell us what engine you're working with we can help you tune it, especially if its a small blocj chevy.
