If it didn't come with fog lights, it may also have not included a fog light relay and/or fuse. Check the owner's manual for fuse and relay locations, and then check if the necessary parts are there.

There can't be any noise after 5 minutes. There are capacitors that take a few minutes to drain down. It could be your clock winding or your abs cycling. Listen and see if it's coming from your fuse box a relay
I would hope, but for some reason believe you continue
to drive a vehicle with a System Malfunction Light lite
on your dash, when you should be checking for codes
within a couple of days or stop using it
Then have it diagnosed & repaired within a week, if
possible,so as not to do any possible damage to the
vehicle.
"Check Lights on dash"
Check for codes-- immediately
Diagnose -- couple of days
Repair - week or so
Those three steps have been in place since
1980,that is 31 years

Seen this happen before, A guy had bought a brand new jeep cherokee, the second morning it would not even crank or turn the motor, he had a faulty key switch, could be your problem as well...
The common problem with the dashes on the Jeep is contacts. Remove the cluster and try cleaning the electrical contacts with a Q-tip and alcohol replace cluster and try again.
