My 2005 dodge neon had the same problem. These care need alot of spark and they go through wire sets fast. If your neon has the original plug wires, swap them out. Also, i would recommend the dealership plugs or if you want to go aftermarket, get a 10mm shielded wire set. I went with a gel shielded wire sed from belden wires available from napa autoparts and am very satisfied.
It actually could be a number of things but can not b e 100% without further testing. Could be fuel pump, plugged fuel filter, intake gasket leak, vacuum hose leak, or bad throttle position sensor
