Disconnect the heater return hose at thermostat cover. Disconnect ECT sensor and water temperature sender unit. Disconnect the upper radiator hose from the outlet connection. Remove the bolts. Pull elbow away from the cylinder head. Remove the thermostat and gasket.
The thermostat cover casting contains a locking recess into which the thermostat is turned and locked.

Sounds like you have an air lock in the heater, needs bleeding. From cold check and top up coolant, run engine without coolant cap put heater control to hot, watch the fluid level, will rise then fall suddenly when the thermostat opens, top up coolant and put the cap back on, later when the engine has cooled down again, check coolant level. This could mean your thermostat has failed and is stuck open not allowing you vehicle to come up to operating temp, or you have a bad Engine Coolant Temp Sensor.
If your heater is taking a long time to start blowing warm air, it is probably a bad thermostat.
Two most common causes of your problem are low coolant ( air in the heater core) and a thermo stat stuck open. If you have a temperature gauge and it is reading on the low side. Like 140 Deg or less, you need a new engine thermostat. Feel the top of the radiator tank after the car has been driven. If it is too hot to touch, the thermostat is no the problem. As the system has been flushed and filled I suspect there is enough coolant. Last item on the list is the coolant valve for the heater core. Many cars have a water valve located in line with the supply pipe to the heater core. This valve may be in the engine compartment or under the dash. Check the heater temperature control and follow the cables. One cable most likly goes to this valve. Maybe a cable retaining clop has fallen off
it could be the heater controls itself i had a 95 ford f150 that did the same thing i replaced everything i could as i live in upstate ny and in the winter it gets pretty cold so replaced all i could ,heater coil,radiator,thermostat,coolant and nothing a local mechanic told me to check the control in the dash to see if it was going all the way to the hot position. i took the dash apart to get to it and checked it and the cable that mmoves the valve on the heater coil was stretched so it wasnt going all the way to hot. not that its the same thing but its a place to start
with the engine idling you water temp might not get hot enough to open your thermostat that lets hot water go through your heater core. I would first have the easiest thing changed. the thermostat could be you main problem.I hope this helps you.
