no connection between air bag and horn operation
the air bag is in a section but that whole section presses to activate the horn
can be on either side bottom or top will work the horn
probably right that there is no air bag
you will have to remove the wheel to check the horn contact under the center bit
check for a horn relay operation first
if you hit the horn you should be able to thear the realy click, if not remove the horn pad and groung the wire, if it clicks the steering column has a bad ground, then remove the horn wire, its behind the right headlight unit lower down, and test voltage there, if good check horn ground, if all is good replace horn
It sounds like the switch itself, on the steering wheel, are not making contact. I'm guessing that if you can remove the front part of the steering wheel you could check and clean the contacts and also give you a chance to test the horn, while you are in there.
